Buying a blacktop engine is cheaper than building a new 7A-GE (or new anything), but it also requires more outlay for wiring and plumbing changes that you don’t need if you stay with a 16V engine. Both options mandate changes to the exhaust system.

A strong 16V 7A-GE with decent cams makes peak power comparable to a blacktop and has more grunt throughout the RPM range. You can also go with ITBs and other goodies to improve it even more. If you plan on spending that kind of money, you might be better off building a 7A blacktop. That would really be the best of both worlds.
